1 ¶Brethren, my heart’s desire and prayer to God for Israel is that they might be saved.
2 For I bear them record that they have a zeal for God, but not according to knowledge.
3 For they, being ignorant of God’s righteousness, and going about to establish their own righteousness, have not submitted themselves unto the righteousness of God.
4 For Christ is the end of the law for righteousness to everyone that believeth.
5 For Moses describeth the righteousness which is of the law: that "the man who doeth those things shall live by them."
6 But the righteousness which is of faith speaketh in this manner: "Say not in thine heart, ‘Who shall ascend into Heaven?’" (that is, to bring Christ down from above)
7 or, "‘Who shall descend into the deep?’" (that is, to bring up Christ again from the dead).
8 But what saith it? "The Word is nigh thee, even in thy mouth and in thy heart," that is, the word of faith which we preach:
9 that if thou shalt confess with thy mouth the Lord Jesus, and shalt believe in thine heart that God hath raised Him from the dead, thou shalt be saved.
10 For with the heart man believeth unto righteousness, and with the mouth confession is made unto salvation.
11 For the Scripture saith, "Whosoever believeth in Him shall not be ashamed."
12 ¶ For there is no difference between the Jew and the Greek, for the same Lord over all is rich unto all who call upon Him.
13 For "whosoever shall call upon the name of the Lord shall be saved."
14 How then shall they call on Him in whom they have not believed? And how shall they believe in Him of whom they have not heard? And how shall they hear without a preacher?
15 And how shall they preach unless they are sent? As it is written: "How beautiful are the feet of them that preach the Gospel of peace and bring glad tidings of good things!"
16 But they have not all obeyed the Gospel. For Isaiah saith, "Lord, who hath believed our report?"
17 So then faith cometh by hearing, and hearing by the Word of God.
18 But I ask, have they not heard? Yes, verily: "Their sound went out into all the earth, and their words unto the ends of the world."
19 But I ask, did not Israel know? First Moses saith, "I will provoke you to jealousy by them that are no people, and by a foolish nation I will anger you."
20 But Isaiah is very bold and saith, "I was found by them that sought Me not; I was made manifest unto them that asked not after Me."
21 But to Israel he saith, "All day long I have stretched forth My hands unto a disobedient and gainsaying people."
  Though Israel, as a nation had rejected God, individuals were seeking Him, Chap. 10 deals with these.
10:1-3 Israel did not understand God’s righteousness.
v1 Paul is concerned for his people, praying for their salvation.
v2,3 They had much zeal(enthusiasm) for God but had no real knowledge of Him. All were trying to make their own righteousness and not searching for God’s righteousness. They had ‘stumbled’ at the way Jesus had appeared as the ‘Christ’ and now knew nothing of God’s gifts.
10:4-21 God’s righteousness is available.
v4,5 What Christ is and who will gain by this? Christ is the end of the law. The Jews were proud of keeping the Law, so saw no need to receive the gift of God through Jesus. By His death and resurrection Jesus came to fulfill the purpose of the Law, 1 Cor 1:30. He became righteousness to all who believe. Rom 3:25,26.
v5 The Jew tried to live by the law and make himself righteous, but is was impossible.
v6-8 Shows the finished work of Christ, we do not need to seek anyone to stand before God for us, all we need to do is accept the offer, the gift of salvation.
v9,10,13 lists the things required for real salvation. :
v9 Believe: It must be from the heart. Note we have to believe that not only did He died for us but that God raised Him again, Rom 4:24,25. Resurrection is proof that Christ completed the work and sin can be taken away.
v9 Confess: We need to show that we believe in what Jesus has done, confess, admit that He is Lord of our life.
Salvation is more than forgiveness, it is a new life, Eph 2:1,5,6; 1 John 5:12; 2 Peter 1:3. If all we received was forgiveness when we believed then we would still die. No, we need a life which is victorious over sin. Confession with the mouth and not believe in your heart does not lead to salvation.
v13,14 Call: All can be saved , just call, anyone can do it, v12. Note v13 says "call on Lord." We must admit He is Lord.
His workmanship, Eph 2:10; Our Life Col 3:4; John 14:6. Salvation is Col 1:27.
10:14-21 Our Responsibility.
v14,15 How shall they call on the Lord if not told? We need to live a life which makes other desire the Lord. 1 Peter 3:15; 2 Cor 5:18,20.
How shall they hear unless we tell them?
How shall they hear without a Preacher?
How shall they preach unless sent?
Have you been called to take the message of salvation? God has chosen to use His children to take the message of salvation to the world.
v17 A very important statement. Explains how one gets faith. God always works by faith, Rom 1:17; Gal 3:11; Heb 10:38.
Do others see Christ in us? Do we allow God to work through us?
v18-21 Israel had been given the messengers of God, they had heard the message from God, why had they not taken any notice?
Paul asks "why was this? Did they not listen?" Paul response is "No, they listened alright." Paul quotes Ps 19:4.
Paul asks a second question. "Did they not know? Not understand?
No, they had been told and knew, starting with Moses."
The answer is that they just did not want to hear or know, so God turned to the Gentile nations, who were listening and seeking Him.
